I am well aware of the
problems caused by dangerous dogs and the difficulties
faced by councils in dealing in a fair but effective way
to protect the community from the risk on injury or death
by such dogs. There is a need for strict standards
to regulate the keeping of certain breeds of dog. Accordingly, local governments
will not be prevented form the making local laws that
prohibit the keeping of the four breeds of restricted
dogs, set higher standards for the keeping of restricted
dogs, regulate other breeds of dogs, and regulate dogs
on the basis of behaviour.

Proud
breeders advertise how they have deliberately bred their
dogs from the fiercest and strongest lines. They are breed
to kill other American Pit Bull Terriers of a similar
weight over and over again. They are killing machines
nothing more than killing machines. It is plain there
is no place in our suburbs for killing machines such as
these.

Veterinarians
say moves by some governments to ban certain breeds
of dogs won't stop dangerous dogs attacking people
and may lead to more injuries if people believed
a ban meant no dangerous dogs were in the community.

to have pitbulls killed --- "I am seeking an accord
with all Vic municipalities and animal welfare shelters
that no pit bull terrier-type of dog, that is unclaimed
after the mandatory eight days in a pound, be made available
for rehousing.
As you will be aware, the
pitbull terrier is not a recognized breed
but a cross "type" resulting
from cross breeding."

Report
in Herald Sun Oct. 31,2001,Front page article by Felicity
Dargan
Premier Steve Bracks
said yesterday his government had considered killing all
pit bull terriers--estimated to be about 4000 in Victoria
but instead opted for tougher ownership rules and bigger
fines. He said dangerous dogs which attacked people would
be destroyed...
Interviewed on
TV after the announcement of the new Bill, Premier Bracks
said he was determined that people would be safe from
dog attacks while walking our streets.

in response to ANIMALS LEGISLATION (RESPONSIBLE
OWNERSHIP) BILL "However, I question the
effectiveness of it (Breed Specific Legislation), the research
that led to the decision and the minister's own commitment
to it, despite the fact that the Premier made a rash statement
on public radio one morning about a sad and tragic event.
It is the sort of knee-jerk political reaction that results
in bad law, and as time passes it will be shown to be ineffective
law.

Action At last" “Safety First must
play a prominent part in preventing dog attacks” …...”Now
we will no longer have to wait for a pitbull terrier to
attack a person or another domestic animal, just because
that must happen before it can be officially designated
as a dangerous dog..” ….”.The word “types” in the Act
(actually, Dr, it’s a Bill)
will prevent owners of crossbreeds getting off the hook
because their animals are not pure-bred pit bull terriers
and therefore not restricted dogs”

Statement
by Dr Hugh Wirth, National President of RSPCA Australia
Victorian
legislation to restrict “pit bull terriers” was announced
in the Herald Sun on Oct. 31, 2001. Interviewed on TV that
night, Dr Wirth grinned as he replied to the question of
the RSPCA response to the news, “We're ecstatic!” He said the law would force
dog owners to treat ownership as a privilege rather than
a right. Several times when speaking
on his ABC radio program, the Dr has used phrases like “No
redeeming features”.. “no place in society”.. “will turn
on you” in reference to Pit Bull dogs. He referred
to them all as, " being bred for fighting" Perhaps his most memorable
quote was (with reference to the Pit Bull)...
“They are a wretched
breed”.

fromPresident’s Message in Dogworld, March 2002 “…Your Council has recognised,and
taken,the opportunity to make a positive contribution to
public safety and to safeguard members’ interests by undertaking
training for Local Govt officers in respect to breed identification
matters.This initiative will allow CCC judges to emphasise
CCC registered Breeds and hopefully reduce or prevent misidentification
problems. The department of Local
Govt and Planning is conducting the training and four judges
have volunteered to provide the identification training
to Local Govt Officers…”

"The VCA is of the opinion
that since the basis for the Federal legislation, hence
the state legislation, is flawed, then it is only a matter
of time before either or both are challenged in the courts. The provisions for the
administration of this new category is in our opinion
unworkable and destined to cause the unnecessary killing
of dogs based upon appearance, with the subsequent distress
to owners.

to work towards fairer, more effective legislation..”
